People With a Learning Disability and the Criminal Justice System

This report is from the UK and describes how 30% of those incarcerated in the UK have an IQ below 80 and many more have communication difficulties. This population is also disproportionately segregated and subject to the use of force. The report also asks: What supports may have prevented these individuals from ending up in prison? Are people with learning and communication difficulties being incarcerated unjustly?
